EXCORA
EXCORA

Exchange. Coordinate. Act.

Information only matters while there is still time to act.

EXCORA is exploring a neutral coordination layer for operational decisions that cross company boundaries, recording when information arrived, whether action was still possible, what response occurred and whether the outcome changed.

Currently in industry research and product development.

coordination layer

Early service update. ATM operator to Carrier. Original plan: Thursday ATM service scheduled. New information: Serviced early Wednesday. Decision for the carrier: Keep Thursday service? Open until 2:00 PM. Response: Cancel Thursday service. Action changed: YES. Plan updated. Other participants are not shared the signal.

SCENARIO 1 / 6

Illustrative concept. Each exchange is separate and permissioned. EXCORA does not make the decision.

See the decision loop

Keep your data.

Share what is needed to act.

The data may already exist. The problem is getting the minimum necessary information to the authorized organization in time to act.

EXCORA is being designed to communicate the minimum actionable operational signal without requiring organizations to surrender their underlying datasets. Each organization retains control of its own information.

Why

Did the information change the outcome?

Existing platforms already forecast demand, create orders, optimize routes, track custody and reconcile. EXCORA is not designed to replace them.

EXCORA is being designed to work between existing systems where an operational decision remains split across organizations, and to make that decision measurable. Sending better information is not the test. The test is whether it changed what happened.

If yes, measure how. If no, understand why.

POTENTIAL EXCORA ROLE

Decision window · Response · Evidence · Outcome

There will be overlap. Keep the systems you already use. Make the decision between them measurable.

The decision loop

From existing information to measured outcome

  1. 01

    Existing system

A bank, retailer, IAD, carrier or service provider already holds the information.

  2. 02

    Decision window

Another organization controls an operational decision that can still change, for now.

  3. 03

    Response

The recipient acknowledges, accepts, declines, or reports already known, already scheduled or too late.

  4. 04

    Action

The operational plan either changes or stays the same.

  5. 05

    Outcome

What happened is recorded, with the reason.

  6. 06

    Measurement

Parties can distinguish communication activity from operational impact.

Emerging model · under investigation

Standard. Contract. Evidence.

Software may only be one part of the answer. EXCORA is investigating whether these three layers can make cross-company coordination measurable. None is established; EXCORA has no regulatory authority and no affiliation with any standards body.

Standard

A common way to describe decision windows, responses, reasons and outcomes across systems.

Contract

The commercial rules that decide whether a participant can change an action, when, and how the economics are handled.

Evidence

A neutral record of what was known, what was possible, what decision occurred and what happened afterward.

Independent Decision & Exception Measurement

A first useful step may not require anyone to join a new network: independent measurement of whether information arrived before or after the decision deadline, response times, already-known rates, action-change rates, reasons nothing changed, exception and return-service frequency, SLA performance and measurable outcomes.

Where we are today

Validating before building

EXCORA is in industry research, validation, and product development. It is not currently operating a production network.

Research is part of how EXCORA is being built responsibly. It is designed to find out whether these gaps change outcomes often enough to matter, what organizations would share, and whether existing tools already solve the problem. EXCORA is prepared to learn that its hypothesis is wrong.

Independence

EXCORA is an independent company in research and product development. It is not affiliated with, sponsored by, or endorsed by any conference, financial institution, cash-in-transit provider, technology vendor, the Federal Reserve, or GS1. References to industry roles are illustrative.
